METHODOLOGY FOR IMPROVING THE QUALITY OF SERVICES PROVIDED TO THE POPULATION OLDER THAN WORKING AGE IN THE REGION

Abstract

This article examines the scientific and methodological foundations for improving the quality of services provided to the population older than working age in the region. The relevance of the topic is determined by demographic ageing, the growing demand of elderly people for social, medical, household, rehabilitation, digital and consulting services, as well as the need to form a targeted and effective regional service system. The article substantiates that the quality of services for elderly people should be assessed not only by the number of services provided, but also by their accessibility, timeliness, targeting, effectiveness, digital availability and user satisfaction. The study proposes a methodology for integrated service quality assessment based on a system of indicators including service coverage, territorial accessibility, responsiveness, individualization of services, staff capacity, digital inclusion and social impact. A methodological approach to the formation of the Silver Service Quality Index is developed. The proposed methodology makes it possible to identify regional differences, determine weaknesses in the service system and develop practical measures to improve the quality of life of elderly citizens.
