Abstract
This article examines the improvement of the organizational and economic mechanism for small business management and the evaluation of its effectiveness. Within the framework of the study, a comprehensive efficiency index (Itebm) was developed, synthesizing organizational-institutional, financial-economic, and digital-innovation indicators. The relationship between the output volume of small enterprises and its determining factors was econometrically modeled using a modified Cobb-Douglas production function, incorporating digitalization expenditures and an institutional environment index alongside conventional labor and capital inputs. The empirical estimation indicates higher elasticity coefficients for institutional quality and digital transformation factors, scientifically justifying the priority of digital and institutional modernization within the management framework. The findings provide practical guidelines for designing strategic development policies for small business enterprises.
