Abstract
The availability of tourism resources does not automatically ensure sustainable regional development; their economic effect depends on how effectively they are transformed into tourism products, service demand and local value creation. This article examines the role of effective tourism-resource utilization in the sustainable development of the regional service sector in Uzbekistan. Official data for 2021–2025 show that foreign tourist trips increased from 1.881 million to 11.680 million, tourism service exports from USD 422.1 million to USD 4.880 billion, and market services from UZS 389.4 trillion to UZS 1,050.3 trillion. Tourism Resource Utilization Efficiency, measured as tourism service export revenue per foreign tourist trip, increased from about USD 224 to USD 418. A conceptual model linking resources, effective utilization, tourism value creation, service-sector spillovers and sustainable regional development is proposed. The baseline forecast suggests that by 2030 foreign tourist trips may reach 22.3 million and tourism service exports about USD 10.1 billion.
