Abstract
This article analyzes the legal foundations of risk management in the banking system of the Republic of Uzbekistan. In particular, the study examines the essence and significance of the Laws of the Republic of Uzbekistan “On the Central Bank of the Republic of Uzbekistan” and “On Banks and Banking Activities”, as well as the Regulation “On Requirements for the Risk Management System of Banks and Banking Groups” approved by Resolution No. 3427 of the Board of the Central Bank dated April 18, 2023. The research investigates the organizational structure of risk management systems in banks, the three lines of defense model, internal control mechanisms, risk assessment and monitoring processes, and the importance of stress-testing practices. In addition, the role of stress-testing scenarios in managing credit and liquidity risks and ensuring the financial stability of banks is analyzed. The findings highlight the necessity of improving risk management systems in banks, strengthening financial security, and implementing management mechanisms that comply with international standards.
