Abstract

This article provides a comprehensive study on the strategic role of small and medium-sized enterprises (SMEs) and private entrepreneurship in stabilizing and structurally diversifying the economy of the Republic of Uzbekistan. The research was conducted based on data from the State Statistics Committee, the Ministry of Economy and Finance, the World Bank, and the OECD covering the period between 2023 and 2025. The paper analyzes the existing economic structure, financial support mechanisms, digital transformation trends, and regional disparities. The results indicate that by 2025, the SME sector accounted for 60.4% of the Gross Domestic Product (GDP) and provided 8.1 million jobs. Furthermore, due to the implementation of digital technologies, the number of startups increased by 43%, and export volume rose by 16.2%. However, limited financial accessibility, administrative barriers, and a shortage of skilled personnel were identified as the main challenges. The article develops practical policy recommendations aimed at economic stabilization and enhancing competitiveness.
