Abstract
This article analyzes the evolution of the regional factor in poverty theories – from the traditional “place matters” approach to the modern concept of “investment sensitivity.” The article highlights the theoretical foundations of place-based policies, the mechanisms of reinforcement of regional disparities, and the main determinants that determine the effectiveness of investments in reducing poverty.
